Project Cost

The transformation of one existing VET School to DUAL VET ICT CoC requires the successful implementation of our DUAL TVET Model, which consists of the 12 Key Deliverables as described in the previous chapter.

The cost of implementation of these Key Deliverables, based on our experiences with similar projects in various countries, is estimated between 2.5 and 5 million Euro. Our Organization is committed to finance maximum 50% of this amount.

The financial contribution of the GoV of beneficiary country in this project should therefore be no less than 50%. Our investment in is conditional to fulfillment of following criteria:

  1. The beneficiary school must be public and free of charge for all students;
  2. The operational cost of ICT CoC must be covered by the local authorities;
  3. The salaries of all teachers as well as school management must be covered by the local authorities;
  4. ICT CoC Foundation will be granted authority to establish and run one local NGO organization (hereinafter called ICT CoC Foundation, which will be in charge for pedagogical and didactical management of ICT CoC,
  5. The ICT CoC Foundation will have the right to specify the admission criteria and implement the admission process of ICT CoC students, in order to be able to register students which bring the required potential for the respective occupation and secure the cooperation with the local- and international business,
  6. ICT CoC Foundation will be granted following exclusive rights for a period of 10 years:
    1. Provide technical assistance to the competent local Authorities for the recruitment of teaching and administrative staff, respectively upgrading the school teaching staff, setting up management, HR, etc.;
    2. Training of the teaching and administrative staff (including their licensing);
    3. Continuous development of new ICT CoC curricula;
    4. Implementation of labour market surveys;
    5. Continuous development of occupational standards and qualifications and assistance to competent Authorities for submission to the National Qualification Authority (NQA) until their approval;
    6. Continuous analysis of the relevant curricula from the future partner countries and know-how transfer;
    7. Continuous development of the competence-based curricula in cooperation with local and international industry;
    8. Continuous acquisition and development of teaching- and learning literature (TLM);
    9. Development of the PR strategy, mechanisms and materials;
    10. Contributing to the promotion of the ICT CoC locally and abroad;
    11. Contributing to the implementation of different promotional activities;
    12. Development of the enrolment policy and definition of selection process;
    13. Support the formal enrolment process;
    14. Develop career guidance policy and internship schemes;
    15. Matching students with employers for the implementation of mandatory work-based learning;
    16. Coordinating the specific theoretical and professional training of the students;
    17. Providing services of tutoring and counselling to students regarding the development of their careers and growth plans;
    18. Advising and supporting students in the development of their entrepreneurial ideas;
    19. Placement of students in companies, respectively support of students through the start-up center;
    20. Development of a sustainable “business” model considering long-term perspective;
    21. Providing regular reporting on the assessment of the level of efficiency of the ICT CoC, including relevance of the courses, capacity, performance and conduct of the teaching and management staff, internal and external factors that can have an impact on the sustainability of the ICT CoC;
    22. Development and implementation of income generation activities (such as provision of short courses, specific services, development of products, etc.) in order to secure the sustainability and the future further development of the center of competence.
